I had my 5 week old baby US passport photo done at the photo shop in the basement of Great World City. If your baby can not sit up yet, you will need to bring your own white cloth to lay them down.

there is a photo shop on B1 of tanglin mall - they do infant photos. you can also take the photo at home on a white background and they will size it for the proper passport (UK, US..etc). just make sure baby's eyes are open and for the US the mouth must be closed. best way to do it is to swaddle the baby and lie on a white sheet and shoot from overhead.

I just took the photo myself and cropped it to fit. Did the same for both kids.

There's a little photography shop -- sorry, I forget the name, but it's the only in the entire mall -- on the 1st floor of United Square (opp Novena MRT) that seems to specialize in baby/kid photography. But their passport photos for us older ones ain't bad either

I took the photo myself and fitted it to the right size using a nifty little program called PassportPhoto. But there are applications on the internet you can use as well. I also printed the photo myself. Just make sure you check the requirements for the passport photo with your embassy.

We had to get our passport for a 3 week old baby, In the UK they relaxed the rules a bit for such a small baby, they accepted a cropped photo I took while she was lying in her cot on a white sheet.
