i'm currently using SingTel prepaid card... recently i just top up with the HOT $100, there will have $100 for local call and $28 for IDD call... Currently my IDD call balance is $0, is it possible that i can transfer my local call credit to my IDD call account??

you cant transfer the local balance to idd or vice versa on the hot$100. cheapest or free calls to malaysia would be using PC-to-PC such as skype or MSN.

you should call singtel and ask if durain's reply doesn't satisfy you.

press 1626 and hit the green button then place phone to ear and respond accordingly.

The cheapest way to call Malaysia, as I know is to use Starhub simcard. I'm not sure if Singtel supports free IDD calling back to Malaysia or not, but Starhub does.
You will just bear the cost of local mobile phone cost only.
