QUESTION: Regarding IP address location

there is but only ip providers has it or maybe the police. there is also one program i saw in the net where in you key in the ip and it'll let you see the location. just search it out in the web and i don't know if it still exist. i already forgot the name of the site.

there are no software of website to located a person thru IP address. The most you will get is the location of the person, eg: the country or states.
