maybe it's the usual asian-mentality wanting to mind their own business and/or not be confrontational.
or maybe they're used to people with loud ear/head phones. lotsa people have that urge to voluntarily damage their ear drums these days.
this is not a singapore-specific issue or about being graceful. happens else where too. try japan. or even new york.
you might get punched or told off if you helpfully reminded a someone on the "D" train his headphones are leaky.
(forgot to add, it's just my 2c, no offense meant)

no country's perfect and each has its host of problems (singapore included).
singaporeans are horrible creatures and have really weird and peculiar habits. i really do think so.
but you should just get used to it cos you're no longer in your home country!
if i hear you right, one won't encounter such problems in scandinavia...
bingo! i think you have just come up with your own solution!
otherwise try to see past the negatives... it's tough, no doubt. but try! you might feel less annoyed.
their society is not devoid of nice and helpful singaporeans and entirely populated with nasty locals.

My advice to you: Get out as quick as you can. You think Singaporeans are 'ungraceful' due to your ignorant behavior. You hate the cable. You hate the MRT. You hate the way the people act. You hate the behavior at the theatre. You think the city is trashed. And my gawd, wild and dangerous animals! Deaths everyday, no doubt. You've got a chip on your shoulder the size of the island of Batam (or Singapore).
Save your sanity, man! Get out, quick! Now! And don't let the door hit you in the ass on the way out. A lot if us like it here. You're not convincing nobody of nothing, except maybe your intolerant, myopic views.
