I'm planning to go on freelance on the web design and development.

I was wondering, how much should be the minimum salary if you are going to work freelance?

The minimum salary is whatever you can convince someeone you are worth.. And it isn't salary. Freelance work is almost always done on a piecework, fixed price basis... you write a contract for what you will produce and how much you will be paid for the work.
