Visiting Visa or Dependent Pass for entry of my wife

I am an Indian, working in Singapore under Q1 Employment Pass. As I want to bring my wife, how should I apply visa for her? My Employment Pass is valid until September 2008. The company will renew before September 2008.
Sould I apply for Dependent Pass and then bring her, or bring her in Visiting Visa and then apply for Dependent Pass?
Which is better, and how long will be the processing time in both cases? Should I approach MOM, or apply online?
Please guide me.
