I've used BitTorrent to download, but found that I couldnt upload, couldnt understand why then read in Straights Times a few days ago
that Starhub and the other service provider here don't allow it, on basis that BitTorrent users are using up more than their fair share of bandwith, and what they are uploading is probably illegal anyway.

with the boom of the internet and p2p, a lot of the isp are now installing bandwidth monitoring kit. some will even throttle down your p2p connection to a crawl so that other people on your contention ratio can still surf the net.
just be aware that isp is also working with media companies to protect their copyright materials from downloading.

i almost forgot: you could use a proxy service to surf those websites right?
try a subscription-version if you've got a coupla tens to spare.

Just checked my connection at work and have a 20KB upload speed, which has been normal over the last 4 years I've been here, so I don't see any change in the isp policies, but will check from home to see if there's a difference there.
As for legal torrents, check out http://beta.legaltorrents.com/ for a start. There are plenty of places to get legal torrents from, you just need to look. I personally download a lot of music from unknown bands, and while there's a lot of crap there, there's also the gems that I wouldn't have found if I wasn't looking.

Try TVU, free and easy. Leagal in singapore as well.
