i think you can check out the goat farm. it was free the last time i went there! i'm unsure if there're so many animals that can be found for close-up interaction in singapore - horses certain aren't widely found outside of the polo club/riding schools and some bite and kick (my wife rides).

you might want to try the zoo too; i understand they have a petting corner at certain times.
