Rochor Centre first level has some nice and very cheap party supply stores, and Tekka Market, second floor.

I had visited all of them.
But you should try 116 Middle Road(Next to Iloma), three all shops are very specialize in party, every things you need almost there and more.
Their company name are as follow:

Their inflated balloons have all kinds of shapes and designs.
All types of Americans designs and theme party.
They even can import the designs you want for you from American if you have the quanlity and time.They are wholesaler too.
I think they are the best in Singapore.
Please try it out yourself and compare. You will know the diffrences.

I agree with Rochor center - the party shop on the ground floor is the wholesaler to most of the party shops! Great for ribbons, bags, costumes... if you need something special ask and they have supplies in the back. We bought a disco ball for $30 that they were selling in tanglin for $150! They also do balloons and delivery... at discounted rate. The party shops on Middle Road have an excellent selection of goody bag stuff. If you want goody bag supplies in a large quantity Berry Cherry in Rochor center is also a good place... but most of it is plastic stuff that you throw away.

We tried an online party store called www.thepartystuff.com.sg and it was great! Lots of designs and great range on each one. We had a Hot Wheels party and could get all sorts of licenced favors and decorations - very efficient service too!

There's a great party supplies shop at Holland Village. Same building as Delifrance, CORNER SHOP, UPSTAIRS!! I think it's called Party City or what. I rent my helium tank there for my parties and i buy my own balloons from www.bargainballoons.com.

Your best bet, especially as you want something fairly specific is to look on Amazon.com or have a friend in the US go to iParty and then have the stuff forwarded to you by a friend/family member back home.

I had to do that to do up a proper Elmo-Themed b-day for my daughter.

Most party stores will blow up your "purchased elsewhere" (aka amazon) balloons for a small fee, rather than renting a helium pump yourself (what I would've done back home).

i rent a helium tank from the Holland V shop for only $30 (add $5 for next day return if you tell them in advance, if not, add $10). For $35, i can inflate about 25-28 nos of 18" balloons and every kid will get one. Figured it's cheaper than buying inflated ones from the shops at a hefty price.

that's a good idea. where is this shop in Holland V? name of shop? tel?
are there any other shops like these in the east side?

I was in a small party/toy shop on the first floor of Forum mall today and the employee told me they inflate balloons for $1.45 each. That includes balloon, helium and ribbon. that works out to $36.25. which in the end seems a little less expensive than doing it yourself. I think they even tie the knot for you ;)
