Dear sir,
i have moving to work in SING with employement contract of 4 year.
during this contract if the company need to terminate the contract
we will apply Singapore laws
my question is singapore laws for this issue ?

in case of termination due to Company and / or business reason,we will apply the severance payment as for the SING LAWS ??

Will you be working for a company that is registered in Singapore? If so then yes you will be subject to the laws of Singapore. Why wouldn't you be? It sucks frankly but that's the way it is.
