Take MRT to Bedok then take the shuttle bus to parkway parade, looks like you can get there from Raffles place too, at certain times.
This development is near the Singapore Changi Airport and the East Coast beach and seafood restaurants. It is well-served by a private shuttle bus to the Bedok MRT and Parkway Parade Shopping Centre. The bus plus buses are available for the working professional to the direction of Raffles Place area.

Well, you didn't say mass public transport -- did you? And if you're so poor, what are you doing on Orchard? :P

from orchard, take bus#16. alight at marine crescent road. pass through the blocks of hdb in the area and look for the underpass going to the Park. You can ask around for it.
