I was told just because you pass the Medical and English Test does not guarantee that you will be selected, these are all parts of the recruitment process. There will be a Final evaluation and selection round based on all the results obtained.

I meant last 2 names on pending status. Could be they have not fixed appointment dates. The 13 names all have different dates. Thus i believe these are the selected few.
