I would have to agree with Baf however, first hand evidence would suggest otherwise. I've had 3 "S" pass holders apply for and obtain their PR within 10 months of their first job in Singapore (which I gave them). Now whether where they came from has any bearing or not I cannot say for certain but the time span from arrival to PR being granted was less than a year for each of these three cases. (all were Indonesian Chinese).
I have also hear of certain professionals being sent a letter from the government inviting them to apply for PR within 6 months of their taking up of their first position here.
