Employment in the Electrical Field

My husband is a commercial electrician with 15 years of experience- he has been employed as a foreman and project manager. Could anyone give us an idea of the job market in Singapore as it relates to this field? What are the chances of him securing employment? Are there any unions that are open to expats? thank you in advance for your thoughts/ suggestions.
