List of business that a foreigner can own?

Can a foreigner own and operate a traditional massage parlor in Singapore? A restaurant?

are there different regulations for foreigners to start a business vs buying another already established?

Yes. There is nothing to prevent you from buying into a business as a foreigner, assuming it has a Singapore director, which then assumes it is at least a private limited. Can't see how you buy a local business (non incorporated) because now you must meet foreign ownership qualifications.

Except that Entrepass qualifications specifically exclude businesses like a massage parlour.
