42" to 60" is the waist circumeference in inches.

Just to share some info.:

The definition of sizes (S,M,L,Xs) are different in different countries and manufacturers. The sizes (S,M,L,Xs) usually correspond to a particular waist circumference or a range, eg size 2X may mean waist of 44" in some places and it may mean 42" in other places.

To define a pair of pants, several other measurement is required besides the waist circumference, eg. hip, front-rise, back-rise, inseam, thigh circumference, etc. 2 models of size '2X' pants may happen to have the same waist size but the hip size may be different.

So, waist size is a better indication and then going to the changing room for the rest of the measurement and personal taste.
