When should i apply for LPR?

When should i apply for LPR?
This has bumped into my head several times. I am planning to work in Singapore as soon as i get my master degree. The question is, one requirement for LPR is a degree rite? Is it possible to apply for PR when i am studying my master degree there? So that by the time i graduate, i can work ASAP. If its possible then what degree should i use to apply, bachelor or master? As from what i heard, it would took 3 months to process the LPR application, therefore i dont want to be unemployed during that three months haha.
