Uploading custom avatars broken

Attempting to upload a custom avatar results in this:

Some folder permission not set properly. It has been rectified.

Registered users can now upload their custom avatars not bigger than 100x100 in size.

Thinking of setting up a new ranking system (number of posts to promote to another rank). Any suggestion for that?
