Cheaper way depends on how much budget you spared for the ticket. The best would be to get the price from international airways such as British Airways and then compare with other options. Your father may use tiger airways to go to Perth and come back and you can arrange that ticket from here. For London to Singapore and back is upto your budget.
With my kind regards

In terms of Singapore - Perth, your only direct flights are with Tiger, Qantas and Singapore Airlines. SIA is quite expensive when travelling alone, while Tiger may not be much cheaper than Qantas in some cases, mainly because they only fly once daily and the el-cheapo fares get booked out quite quickly I would say. All depends on when he is going to visit I guess.

A "cheap" option you could try is Oasis HK to HK, then changing to Jetstar from HK to Sing, then Tiger or QF.

Otherwise I would just investigate getting one ticket on either SIA or Qantas out of London to Perth, with a Sin stopover. Should be able to get an idea from their websites.
