Hi

while applying for pr , can we submit a Transfer Certificate , instead of birth certificate ? in our country the school we study normally holds our birth certificate and issues a transfer certificate where the DOB will be mentioned ?

Does it also indicate the ID numbers, Names, DOB's of both parents? Does it indicate your date & place of birth. If not then I would probably say doubtful but this is something that you will have to take up with the relevant government organization directly.

Generally you should be able to get a certified copy from the School Board.
