Let me use another example to clarify. Say a Singaporean couple gave birth to a boy in USA. The boy gets a US birth cert and US citizenship.
Does this make the boy a Singaporean?
if so, they'll have to register him (at some stage down the road) and get him documented. otherwise no, he's not a singaporean, and can do whatever the parents wants him to do outside of singapore.
i understand he can be allowed to enter singapore without prejudice as long as all the paperwork is filled out for his entry and stay into the country as a non-singaporean.
parents tend to not understand the legal restrictions and requirements that come with foreign births/migration and get into trouble out of sheer ignorance/laziness of not finding out what they should/should not do.
the law's the law. no ifs and no buts.
