It is quite correct that you cannot target one area to lose fat, however, you can target area to improve muscle tone, with regards to face, this is probably the first place one will notice fat reduction, probably because all other areas are covered! most likely you will lose weight in the last area you put weight on...and the last few pounds will be lost in the area you first weight on.
