I have included here links to 5 different oil painting courses.
The first one is at the Nanyang Academy for Fine Arts near Bugis MRT and for the beginners oil painting you need to be able to draw already and you won't receive that much guidance (I know because I am currently attending one of their courses). You are not allowed to leave your canvass at the school, so you have to carry it to and from every lesson, which makes taking a bus or the MRT pretty difficult, as the canvass you have to use is big (24 x30 inches), so you would have to drive or take a taxi. They have a new beginners class starting in May:

Here you can attend introductory workshops in drawing and painting and then continue with a beginners class using oil or acrylic. In my opinion this is better for people who have hardly done any drawing or painting before, as they teach you the basics and then go on to demonstrate new techniques. You can choose to leave your canvass at their studio in between lessons but they use smaller sizes anyway:
