I got a plan to deliver tasty local cuisine, MSG-free of course strictly around Shenton Way area. I have also decided to come up with an online shopping cart to sell the food, and only accepts cash on delivery as the payment mode. Any licensing and issues that I'd have to take note?

Not a bad ideas. But u need to identify whose ur competitors n how strong they are in these areas. Like MacDonald, Pizzahut n many more. wat strategies r u using to gain a unique stand against them?
Normally people order things when they feel like eating. By using e-crate, hmm.. is it going to add unncessary time into the process?
U will do better on HDBs or housing areas as U can, for example, supply foods to kids whom alone @ home n no one cooking as parents working.
Another suggestion will be, providing more payment options. I supposed u r afraid of customers defaulting payment. What I suggest is providing more options. for example, U can accept cash payment or credit ( they put some amount into the so-call accounts n be deducted everytime they use ur service). You might also wanna try coming out a package.
N most importantly, if u hv decided on CBD area. Make sure U hv a up-to-date menu online. U need a good time breaking into this market.

You have plenty of competition then! If I was you I would keep the money in the bank, until you come up with something more unique, or make sure you do in depth research.
