I am not too sure about the regulation. I need to ask a few questions. Can i buy a
condo if i am not married? Also what is the maximum withdrawal i can made from my CPF when buying a condo?

you don't have to be a married person.

Since share prices usually falls after dividend ex-date, isn't it better to buy after the ex-date (rather than buying for the dividends)?
