Can anyone recommend a good conversational Mandarin evening/weekend course? (for a complete beginner)

All my attempts to unearth a good course have failed to find anyone who can actually teach a Mandarin as a foreign language course. Everyone encountered so far as a wannabe teacher simply supplies phrases to parrot without any form of explanation of the grammatical and syntactical rules. If that's all you want, they're ten a dollar at RCs around the island.
