Hello. We are thinking of starting a small food business (ie. desserts). I was wondering if anyone would know where I could find supplies such as: cake plates, disposable pie pans, aluminum loaf pans, parchment paper, aluminum foil in bulk, boxes for packaging, etc?
Also, would you know if I need a license or permit to do this? it's nothing big or commercial, more like a home business.
Any advice would be great. Thank you.

you could try Bake It Yourself at Bukit Timah for baking and cake decoration supplies. Their website addie is http://www.b-i-y.com/ . Phoon Huat has some good supplies too and is more reasonably priced than BIY. On the other hand, BIY has some decorating supplies that I could not find anywhere else in Singapore.
For basic packaging you can try SKP. SKP has many outlets dotted around the island. Their website addie is http://www.partyware.com.sg/.
As to whether you need a license, you can check with the Agri-Food & Veterinary Authority of Singapore. Their website addie is http://www.ava.gov.sg/
