I am assumming that you are a fresh graduate. The total cost should be S$800 via SMC, of course it will be much greater if you applied via other agencies.

Right now I am living in Singapore and looking for a job. But back then when I applied for LPR, I was living in US. I just sent my application via DHL to them, and they sent me back the result.

Just email them or call them, they will give you a detail instructions in .doc.
