what kind of buffet are your refering to ? international? porridge? cheapest is the porridge buffet to what i know ..

there is a such a buffet at quality hotel @ balestier road , they have another lunch buffet , around 15 bucks if i remember , decent local dishes

After 9pm all the sushi is sold off at 50% discount in Kovan

I went to Geylang Rd again, there was a new buffet restaurant opening, they gave me 10% discount!!!

Heres a few I know of

1> a 12$ buffet at the Thai place near the 7-11 on Killiney Road
2> a 15$ , popular among indians, buffet at Tandoor(or similar named) restaurant on south bridge road , first floor of somerset residences bldg
3> 15$ all you can eat at Sakae Sushi after 1500 hrs on wknds

there's a fairly cheap sushi buffet at the building by Parkway Parade (the one with the Standard Chartered bank in it - it's $20 nett and they do other food as well as sushi (noddles, tempura and the like). I thought it was pretty good value.

The Parkway Parade one was good I remember that one myself...excellent value I agree and very good location if you are in the east
