Applying for EPEC

Hi! I'm planning to go Singapore this January 26, 2007 to look for a better job. I've heard of the EPEC (Employment Pass Eligibility Certificate) from a friend so I've sent my application last August. On September 11, 2006, I received an email from [email protected] saying that my application for EPEC has been received, and is under processing. In the email, it also mentioned that processing time is 21 working days. However, it's already it's almost two months since their email and I haven't received any update; whether it was approved of declined. So I sent them an email four days ago, but up until now I haven't received any feedback still. Does it really take this long, despite mentioning that it only takes 21 working days? Should I re-apply again?

I was also worried because in my application, I didn't include any resume. I heared that it should be included; however, in the form they have it only say TOR "or" something about qualification. Should i have included my resume? Please give me some advice... :(
