Is there a possibility that the work pass is failed for approval?

What is the reason behind except those serious offences?

What class of pass did you apply for?

one of my employees recently was turned down 2 times before they approved it.
there are many factors to a refusal.
Wage.
Type of work.
Position.
The wording of the application letter.
Nationality.

I am coming from Hong Kong. The company is singapore airline

I had been waiting for more than 3months. All SIA's replies are your work pass is still under approval. Please wait

Some candidates' work pass are already passed. One of the candidates were informed the failure of work pass without giving any reasons. Am I having a chance to fail?

So what are the reasons behind despite those serious offence
