part-time or project work on dependant pass

Hi all,

I am here in Singapore on a dependant pass and I am looking for part-time or project work. I know that I am allowed to work full time after having submitted the letter of consent to the Singapore government but what is the procedure if I want to do project work and therefore be more of a freelancer? Do I need to set up a company to do that?
