Private Taxi Arrangement

I heard it is possible to arrange a private taxi arrangement where they will pick you up from home in the morning and from the office after work. Are these arrangements through the taxi companies themselves or are they private arrangements? Also, if we are looking at something from like Shelford Road to Raffles, does anyone know what it might cost one way?

I thought the taxi driver could have been held 100% liable, if unsure, don't make the turn, wait for the light to turn in your favour.

Discretionary right turn is very dangerous if there are big vehicles like buses blocking the view. Encountered many times that drivers are guessing...
