I know this message is old, but hopefully someone will find this helpful.
IUI is easy and much like a pap smear (albeit a precisely-timed pap smear).
When to try is a personal decision and will depend on your diagnosis (and therefore chances of conceiving without it) and age. I'm presuming you've had a work-up for infertility? You're not considered "infertile" until you've been trying unsuccessfully for twelve months, but if you're over 35 you should definitely get checked out after 6 months and even if you're not, it doesn't hurt to have a few tests at this point.
Semen can be collected and frozen for later IUI if your husband is travelling (although this depends on the quality of the semen).
If you google "IVF Singapore" or "fertility Singapore" you'll find a range of clinics. Some obgyns also do IUI but my personal preference is for a fertility specialist.
