Eyebrow Tattoo, not the blue ah-so type lah

i see the middle aged women with their blue eyebrows, and i wonder where are the good eyebrow tattooers in Singapore!!?? is it safe to get this done at like a normal tattoo store, or any old bautician? I am scared of hygiene too. where are the good ones, with artistic sense?
