Quality blonde highlights

I will be moving to Singapore from the US in a couple of months. I was hoping someone could recommend a quality salon/stylist that does true blonde highlights. I had my hair highlighted last time I was in Singapore and it was very orange. Any recommendations would be very helpful.

BTW he is exclusively appointed hairstylist for Nicole Kidman so he knows blond. He charges S$80 for a cut. He has a salon in London and Singapore is his second salon. He opened his salon in Singapore about 8 months ago.
