I have always thought the restaurant at the Beaufort Hotel on Sentosa was romantic. It has been a few years since I was there last.
After dinner you can go for a walk on the beach or have a nightcap at the Beaufort's open air lounge.

The restaurant at the Beaufort Hotel on Sentosa Island is called the Cliff. Very Romantic, especially if you book way in advance and get one of the tables overlooking the ocean. Great al fresco setting.
Another romantic restaurant is Blu on top of Shangri-La. Very nice meal, great view and nice Jazz music in the background. Very expensive.
The Scarlet Hotel's Restaurant on the rooftop in downtown is great for romantic al fresco dining. The hotel is also very romantic so it makes a great weekend retreat spot.
The new comer getting rave reviews on the block is Il Lido at the Sentosa Island Golf Resort. Great northern italian cuisine overlooking the ocean.
Poppis at the Legends at Fort Canning is another great spot. Old world colonial setting, good food.
Flutes at the Fort I hear is also nice, but I haven't been there.

not sure what i'm looking for exactly, just a nice dinner, maybe some dancing, fun atmosphere, a walk on the beach under the stars sounds nice too! So it sounds like Sentosa maybe good, is there a place on Sentosa where more expats tend to hand out?

Hope it won't be too commericalised for you, but I'd think the stretch of area down the entire Robertson Quay stretching to Clarke Quay is pretty romantic on its own, especially at night.
There's the Singapore River, and cafes and restaurants down. And if your legs can carry you down even further, you'll reach the Esplanade!

Such places wouldn't even have wifi... if you're referring to the strength of service, it really depends on how remote the place in question is.
