I am not able to help with your query on the school. Which level are you interested in? Primary, Secondary, Junior College or tertiary? Hope someone comes along to help answer your question.

If you are interested in the primary school years, I might be able to help out. I don't teach in the local system per se, but work alongside it (if that makes any sense). I use the MOE syllabus, my students are Singaporean and through them and their parents (and a stack of research of my own), I have a fair idea of the pro's and con's of the local schools and which ones would be better for expatriates (assuming you are an expatriate). Depends soooo much on your child, your family, your expectations of a school and what your longer term goals are.
Costs are minimal: you have to make a "donation" (read: compulsory payment) if you are a foreigner. It is $1000 every two years. After that, most schools are extremely cheap and will cost about $30 a month.
So I guess firstly: How old is your child? Why are you thinking about using the local system? Has your child been in school anywhere else yet?
