may i know is there any GIF program i can download to make GIF images?

There are several kind of program avaliable to create and edit gif images,

Gif animator is very easy to use and try downloading a trial copy.

For photographs, you should be using JPEG, not GIF. There are many JPEG editing software out there, the most famous one is Adobe Photoshop. But there are lots of free/cheap ones too. Try a google search for "free jpeg editing software"

I think she probably wants to create animated gifs like CardZeus' other 'tar with the chimps/bush photos or similar.

Then just search for "software to create animated gif files"

combining pictures together to make a flash.

Flash and an animated GIF are two VERY different things. What you showed was an animated GIF. So my above reply still applies. :)
