As mentioned above the sponsor must be a Singapore Citizen or Permanent Resident.
You don't have to pay anything, just ask that person to sign the document (it can be a Company too).
Since the sponsor agrees to take care of you in case you for instance break the law, or pay your air ticket to leave Singapore if you don't have any money, I would say someone who can trust you will accept to do it.
By the way, you should solve all these questions with the company where you go for training. They must know how to handle this.
