If you already have a phone you can get a pay as you go top up SIM card, just make sure that your phone has been unlocked for use with another TelCo's SIM.

It can be done by some of the second hand mobile phone shops for a small fee

It's a prepaid calling card, which has a certain value, once the value is used up, you will have to top up its value in order to to use it. It's good for those in Singapore for a short term ie: 1-2 months.

believe for prepaid sim...no free incoming call, only if u will be willing to deduct certain amount (~59 cents) from your current value/load on a daily basis...try to visit website of singtel for hi!card, M1 and starhub for your info... :P
