I think both Jake and Luke has equal chances of giving the correct time, if they are aware that their watches are ahead or behind? Or is this some sort of out-of-the-box question?

As Jake & Luke's watches are ahead or behind they never tell the right time.

as Tom's watch is standing still it will tell the right time twice a day.
