Going by your qualifications, I would suggest you try to write in to organisations that deal with perhaps urban and/or transport planning. To a certain extend you could even try to look up for those that deal with the GIS system, they might be based here and have operations somewhere else. The downside in this instance might be your level of experience.
You mentioned that you're relocating to Singapore soon, what is the reason for the relocation? Usually most would cite taking up job offers, being the reason. To relocate from wherever you are I reckon you must have a reason already unless you are thinking of relocating.
As for your partner, his academic qualification covers a whole big spectrum. He could sought employment with quite a number of organisations ranging from those in the FMCG, Electronic, Banking and the list goes on. Yet again, experience do count but however if both you and him have excellent presentation skills plus negotiation wit, you should be able to find something. Though the both of you might not have much to show in terms of working achievements and such, do focus also on your potential. What you can bring to the table and how you can be an asset.
Give recruitment firms like Robert Walters, Hudsons etc a call. Let them know your field of speciality and discuss about opportunities that lie ahead.
It is not advisable to fly here without interviews lined up.
