Business vs. Company (for work pass application)

Hello!

Can a "Business" (not "Company") apply for a work permit (EP)?

I would like my German friend (an EP holder) -- who is working at
present in Singapore -- to register a "Business" (not "Company") in
the Consulting Services area and then have this "Business" sponsor my
EP. I am presently still in Germany.

Is this possible and legal?

Yes, possible and legal. His business regsitration codes will need to reflect a business type similar to the skills you would bring. And of course, as with any EP, you need to have sufficient credentials, skills, and experience.
