I have seen the advertisement before some time ago and I cannot say I remember where for sure (may well have been the airline's website).
However, you are right when you say it is for University graduates who are the normal choice for management positions. An executive post such as this often requires considerable experience elsewhere in the airline industry. Since there are few positions for such people this is the likely reason one does not see it very often.

I saw the post advertised on the website a few days back. Basically, they are looking for university grads to work as a cabin crew first before being posted to one of the depts in HQ. Thought it sounded quite interesting, at least the incumbent would be able to gain some experience doing first line service before going behind the scenes.

For this job, the incumbent is not restricted only to being a Cabin Crew Exec. He/she would be able to be assigned to various depts such as Planning, Recruitment, Training, Systems, Service Performance and Service Development (as stated in the website).
Just curious, do many of the FAs become Cabin Crew Execs eventually? Does SIA only allow FAs who are uni grads to do that?

The answer to your first question is very few since the largest proportion would appear to be female and will not be with the airline for a great many years together with the fact Cabin Crew Executives are much smaller in number. The answer to the second question is most likely yes since such jobs usually require the ability of a graduate. However, in other companies people have risen to such positions without a University education but the trend these days is towards graduates.

This position isn't exactly new, not in the strictest sense anyway. They used to recruit Administrative Officers and these AOs are usually rotated among different departments, especially if they hold general paper qualifications.
Cabin crew executives are usually ex-crew with no paper qualifications but with tons of experience or in the past, general administrative officers.
Now, they think that to be able to recruit/train/guide/perform the work of CCE, its best that they've got flying experience. Hence, the new recruitment for this position.

Soon after, you will be assigned to one of the many challenging roles in Planning, Recruitment, Training, Systems, Service Performance and Service Development. As the thinkers, planners and implementers at the heart of the division, you will help to set future directions, drive performance, control and standards.You must have a recognized University Degree, preferably with Honours. You should also possess leadership qualities and the ability to relate well with people. In addition, you must be able to meet the standards of our cabin crew requirements. Applicants must be willing to serve a training bond.
I think you will find the section in red will become the norm these days.
