Foreigner wants to start small business/go flea market

Hi everyone.
I am a 23 year old malaysian, I have a legal job at the moment,and I have been working in singapore for almost 1 year time.

I would like to sell my artworks at street,but I am not sure that whether I have to register a license?

I saw people selling thing or selling services besides the streets of orchard road.Are those kind of business need license?
If it do need registeration,how do I go through procedures?

Yes. You need a license to sell things or services at the street unless you are already renting from an organiser or the shopping centre (if that place belongs to them). Application is thru a local authority know as NEA. You may visit www.nea.gov.sg for some info.
