is it difficult to get EPEC and can I rent appartment?

Hi!

I have two questions:

1. I get a formular to apply for EPEC (Employment Pass Eligibility Certificate). You can apply just once. If the answer is positive, you can get Social Visit Pass for 6 moths which allows you to seek normally for the job within that time. Is that difficult to get for foreigner? If education is important, I have Masters Degree. And shall I ask for EPEC when I arrive to Singapore or can I appliy by mail from Europe before I come to Singapore?

2. Is it possible for foreigner with Social Visit Pass (which I got on the basis of EPEC) rent appartment or not?
