The process is very easy. Come up with a domain name. Go to a registrar... if you are creating a .com name, I'd suggest
www.godaddy.com... reliable and cheap.
Check to see if the name is used. If not, register it with a credit card. About $9 US for a year. Then select an ISP. My experience is that Singapore ISP's cost a lot more than ISP's in the US. For $9.95 per month you can have 15 gigs of bandwidth and 1 gig of storage... quite a lot unless you are running a site like this one.
Once you select an ISP, they will give you the 'namerservers' they use so that you can be found on the web. You go back to your registrar and enter your name servers. All done, you have a web site, except for making pages of course. It's quite simple.
