If you are operating your business from Singapore, then you need to have a registered business/company/sole proprietorship in Singapore. Your method of marketing and selling would not matter. Your conformation to company law and the maintenance of accurate financial records would matter.
I am unaware of any internet licensing laws although you would need to be aware of MLM restrictions in place in Singapore and many other countries if you are looking at that type of business.
So, you start an online business like any other business. Get it legally registred with the ACRA and have at it. If you sell outside of Singapore you will need an exporters license.

1) Register your business
2) Get your domain name (.com or .com.sg or whatever. You'll need your biz reg number for .com.sg registration)
3) Get webhosting
4) Website design, Payments processing etc.....
5) Marketing, advertisting etc.....

Is it really possible to set up a business website for 1K? Any other costs involved? Can you advise more as I'm totally idiot coming to this subject?

If you want to start small selling online, your best bet is ebay or yahoo. People go to those sites looking for stuff. You will turn up in a search.
If you start your own website you will have a real big problem trying to drive people to it. How do you get customers? Of course, you should have a website so that people can click to it from your ebay listings to see what you are about.
You can set up a website very cheaply. For $15 per month (US) you can have shopping carts and catalogs, secure CC transactions, and a bunch of descriptive pages. How much extra it costs to design web pages depends on how fancy you want your brand to me and how well you can think through how your site ought to be organized.

I am intending to open a online business,which will involve ,,delivery of Beer to people around Singapore. Can anyone advise the steps involved.. I was also told that I have to take some special license just to sell beer ?
