I think you r referring to vietnamese cuisine ... chicken pcs/veg wrap with rice paper and dip with fish sauce ...izzit?
If that what you have in mind ... two gd vietnamese restuarants that i would recommend: Miss Saigon in Bugis and Pho Hoa in Holland Village...

This is probably what you are looking for --> Not another chicken dish, you say. But this one is different. Chicken pieces are marinated with a family-kept secret, then wrapped in paper and baked. The paper wrapped process seals in the original flavours of the marinates, seasonings and the chicken pieces!!
Other than that most eateries/restaurants that serve dim sum prob has paper wrapped chicken

think there is one place in sunset way that sells the paper wrapped chicken. Heard it is real good. yet to find out for myself.

I haven quite heard of rice paper chicken but I have heard of rice paper rolls wrapped in chicken. not sure if thats what u mean...Rice paper rolls can be widely found in vietnamese/thai restaurants
